RCR 161: include Matrix and Vector []=

This is a legacy RCR. If this is your RCR, please resubmit it using the new format and process.

At present Matrix and Vector have only [] static class method defined. It will be much better to have []= too. It is very useful when data is added to Matrix or Vector asynchronously.
