RCR 184: Thread safe

Abstract
ruby should be thread save. I know, it's a lot of work to change this. But for the future it is necessary!.
Problem
Working with extensions which are using threads ruby crash...

needless for this change request
Although I understand the necessity for thread safe, and I am going to make Rite thread safe, I officially reject this RCR, because
- this "proposal" does not cover the language change. This is only an implementation matter.
- besides that, the information in this proposal is too poor. I don't want to hear about the phrases like "for the future" and "just do it." in any RCR.

p.s. If this proposal contained analysis about performance trade-off, or idea for efficient implementation, I haven't reject it.
