RCR 160: Move base64 methods into their own module

Abstract
This is a legacy RCR from Ruby Garden, submitted by djberg96. Matz has declared these RCRs obsolete, and asked that their authors resubmit them in the new format.
Along the lines of RCR #121, I think the methods included in base64.rb should be moved into their own module (Base64), rather than as standalone methods.
